Representing a culturally, politically, and geographically diverse district like 9A requires thoughtful leadership on a wide array of issues. Jon will provide responsive and responsible representation in Annapolis, promoting the issues and positions that are reflective of the people who live in our community. Making Government Work

  • A great place to live requires a great government. Jon believes the government has to become more efficient in order to effectively provide services and support to Maryland’s citizens and counties.
  • Improving the state government requires a strong, experienced leader and a champion for change. Jon has over fifteen years of experience working with local, state, and federal governments to identify and implement improvements that yield savings and efficient delivery of services.
  • The Incentive Plan: In Annapolis, Jon plans to propose legislation to introduce an innovative incentive-based program for state workers. The legislation will develop a reward system that compensates state workers responsible for devising processes that successfully cut costs or improve efficiency for state agencies. This incentive-based model has yielded savings close to $50 million in other states across the nation.

Promoting Fiscal Responsibility and Business Opportunities

  • Today’s economic times require thoughtful leadership and a common-sense approach to handling the state budget, while protecting our core programs and finding alternative sources for savings and revenues. Jon will work with House and Senate members to achieve fiscally responsible state budgets.
  • As a small business owner, Jon understands the value of the taxpayer’s dollar and is committed to encouraging innovative and sustainable ways to cut costs and to decreasing the burden on our community’s hardworking taxpayers.
  • Jon will work to increase the amount of business activity in Howard County. He will work hard to promote the creation of jobs in emerging industries like cyber-security, biotechnology and green technology, in an effort to make the district a central hub for innovation and technology.

Maintain Education Excellence

  • The Howard County Public School System is consistently rated one of the best in the nation. The quality and capacity of our school facilities should continue to grow, such that our children learn in buildings that enhance their academic achievements. Jon will fight to bring the necessary funding to maintain and build outstanding facilities.
  • Our students deserve access to exceptional higher education at reasonable costs. Jon will work to suspend increases to in-state tuition for University of Maryland students at a cost that is no higher than the average cost of living. Jon will also support discounted in-state tuition for teachers and their children when they attend Maryland’s public universities, including statewide community colleges.
  • Maryland families of children with special needs deserve the same level of excellence from our public school system that we all enjoy. Jon will fight to help bring these families the access and resources they need to take full advantage of the nation’s finest public school system.
  • Jon is proud to be endorsed by the Howard County Education Association and by the Maryland State Education Association.

Enhance Public Safety and Support First Responders

  • Police, Fire and Emergency personnel need to have the best training and equipment in order to properly do their jobs, as they are our community’s first line of defense. Jon believes that we should provide the best working environment for our emergency personnel, providing them with all that they require, from pens to pensions.
  • Support legislation that requires the implementation of interlock devices, and that sanctions mandatory minimum sentences for vehicular homicides for drivers under the influence of alcohol or drugs.
  • Provide discounted in-state tuition for public safety personnel and their children when they attend Maryland’s public universities, including statewide community colleges.

Protecting and Repairing the Environment

  • Protecting the environment is a local and global concern. Jon believes that real change starts locally, and that individuals and companies should be rewarded for their efforts to improve sustainability.
  • Restoring the tax credit on the purchase of hybrid vehicles and extending the tax credit to alternative fuel vehicles and equipment that have low to zero emission levels is important.
  • Providing tax credits to homeowners and companies that contribute to the restoration or preservation of wetlands.
  • Recycling programs should be expanded statewide.
